Although Congress has delegated insurance regulatory responsibility to the states, there are certain areas where Congress has allowed the federal government to intervene. In this section, we study the federal role in providing insurance or regulating it. We look at, for example, the National Flood Insurance Program, the Terrorism Risk Insurance Act, the Federal Insurance Office and other areas of federal involvement. We should note that CFA has opted not to be involved in federal health insurance matters since we have inadequate staff to cover that very large and time consuming area.
